This is a great techique for building a 'community'. The connections going both ways are much better than just going one way. The challenge is in building a community that adds value, not just 'spam'.. It is difficult to achieve a balance of following everyone, while at the same time keeping out porn, and such things as a bot that just repeats the same tweet to sell something no one wants over and over and over again..
