The Forbidden 403 on Twitter

Twitter"s is Forbidden
It refused to submit my request for answering a DM.
Pretty weird huh?
Who would think that by simply replying to a DM, that would cause such a problem.
While doing a search on Google for “403 Forbidden on Twitter” I came up with many possibilities but most of the results (over 29,900) were pertaining to mobile devices,
In a recent response at Answers.com they state the following:
A 403 error message is an indication there may be an error on the remote web server. There is likely nothing you can do directly to solve the issue. The best thing to do in this case is to contact twitter support. They may have an error in their web server configuration that they can fix if notified about the issue.
And there are many reports on Twitter Support, but apparently the problem still exists.

It is easy on Twitter to get caught up in the ego of the numbers. An old school sales perspective says to “build your list” so a percentage become customers. I have a different approach. Fourteen months on Twitter as an active user (I average 35 tweets a day), my “following” is well under 10,000, but I have been known to tweet: “It’s not HOW many you follow but WHO you follow”
As a small business owner you have to consider that you put in your funnel (sounds like a sales training class, I know, well in many ways it is!). Is your approach to gather as many people as possible and hope a small percentage filters out to become a paying customer? Or is your approach to get very clear about your brand, who you want to connect with and what you tweet about so you attract potential customers? For me the latter of the two has brought great success. In order to do this:
1-clearly brand your page
2-be selective about who you follow. This means you must know WHO your target market is!
3-tweet about things that align with your brand so you do not confuse them about what you do
4-be willing to engage with potential customers, let them learn to trust you
These steps will start you to a strong powerful following on Twitter!

What The Hashtag: How To Use The Site As a Tool
What The Hashtag (wthashtag.com) is a wiki-based site that tracks Twitter hashtags (also known as trending topics.) Each trending topic is documented automatically or users can insert new hashtags and the wiki will document each.
The hashtag each have their own page that include a description, stats of when they trended the heaviest, and a twitter stream including all users that have used the hashtag.
So, what can you do with this site? The answer – plenty!
What The Hashtag can literally be used as a data tool for you to target more of your niche followers. You can find big dogs in your niche, as well as unique people who have great ideas to help expand success in your own niche. This is a tool that gets down in the midst of the conversation and lets you use it as a way to succeed. Simply do a search for certain tags and you might find things that you have been looking for, but have not had much success trying to gather the right day to market what you are trying to share or sell.
As mentioned, users can enter their own hashtags and if you use them regularly, and within reason (there are always people who overuse hashtags and exploit them), you can attract people into your niche that you need. You can even start your own trend and document it with What The Hashtag as well.
Although my introductory of What The Hashtag in my site, Blondish.net in the article Hashtags: Hashed and Re-hashed, the site has come a long way in the past two months alone and improved. I recommend it as another way to obtain more data for marketing in your niche.

Twitter API Announcement Group, stated in great detail it’s new outline of “Project ReTweet, what it will look like, and how it will work, but there appears to be a little mix up around the coding to build the feature.
And it also appears that it has many developers in an up roar about the Twitter’s API changing. Now a lot of the twitter third party services have to play catch up, and change how their programs work.
